Scranton police: Homeless man resists police, shows signs of drunkenness

SCRANTON — A homeless man found unresponsive in a doorway on Albright Avenue resisted police who tried to assist him, according to a criminal complaint.

Michael Carter, 25, is charged with resisting arrest, disorderly conduct and public drunkenness.

According to the criminal complaint:

At about 9:30 p.m. on Monday, officers responded to 1034 Albright Ave. for the report of a man who had passed out in a doorway and was likely intoxicated.

When police approached Carter and attempted to get information about his condition, he would respond to them and then fall asleep while still talking.

When asked if he was drunk, Carter suggested officers arrest him. He told officers he wasn’t injured.

Officers noted his eyes were bloodshot and glossy and that his speech was slurred.

When Carter became fully conscious, he was argumentative and claimed police were harassing him.

When officers attempted to determine how Carter ended up on Albright Avenue, he began calling them derogatory names and yelling at passing vehicles.

Carter then tried to walk away, in spite of officers reminding him that he wasn’t free to leave.

Officers were initially able to get Carter’s hands behind his back, but as they prepared to put him in handcuffs he turned toward officers and attempted to back away.

Police were ultimately able to get Carter in handcuffs, but he remained uncooperative. He continued to argue with Officer Nathan Manning and threaten to spit at him.

Carter was transported to Scranton police headquarters.

He has a preliminary hearing scheduled for 10:30 a.m. on May 5 before District Judge Sean McGraw.

He remains at Lackawanna County Prison in lieu of $2,500 bail.
